It was designed by John Belcher and completed in 1909. James Williamson, 1st Baron Ashton was a poitition and Business man (in the late eighteenth century) he had a business in Lancaster that produced oil cloth and linoneum and exported around the world. At one point he employed over a quater of the people in Lancaster.
