Rendsburg), Sprache: Deutsch, Abstract: Die Deutsche Bahn AG (DB AG) befindet sich seit 1994 im Umstrukturierungsprozess der Bahnreform, ähnlich wie bei der Deutschen Post AG oder der Deutschen Telekom AG. Das vorrangige Ziel der Bahnreform war die Vereinigung der beiden deutschen Bahnen und die Überführung in ein privatwirtschaftliches Unternehmen. Dabei sollte bis zum Jahr 2004 die Kapitalmarktfähigkeit erreicht und damit langfristig die Unternehmensexistenz bei gleichzeitiger Loslösung von staatlichen Unterstützungen und Abhängigkeiten gesichert werden. Auf dem Weg von einer Behörde zu einem gewinnorientierten Wirtschaftsunternehmen galt und gilt es, die Produktivität deutlich zu erhöhen. Im Einzelnen erforderte dies die Erhöhung der Verkehrsleistungen bei gleichzeitiger Optimierung der Organisationsstrukturen und der Belegschaftszahl. Um diesen neuen Anforderungen gerecht werden zu können, war es notwendig, moderne privatwirtschaftliche Managementmethoden einzuführen und diese mit zukunftsorientierten Kommunikations- und Steuerungsinstrumenten zu unterstützen. Im Februar 1999 entschied sich daher der Vorstand der DB AG für die Einführung der BahnStrategieCard im gesamten Bahnkonzern. Die BahnStrategieCard basiert dabei auf dem Grundgedanken des Balanced Scorecard-Ansatzes von Kaplan und Norton. Die Balanced Scorecard (BSC) ist ein Unternehmenssteuerungsinstrument, das Anfang der 90er Jahre durch die Herren Kaplan und Norton entwickelt wurde. Es ist im Gegensatz zu herkömmlichen Kennzahlensystemen zukunftsorientiert, stellt eine direkte Verbindung zur Unternehmensstrategie her und ermöglicht die Unternehmenssteuerung mit quantitativen und qualitativen Kennzahlen. Mit dem System der BSC können die strategischen Unternehmensziele den Führungskräften und Mitarbeitern relativ leicht verständlich nahe gebracht werden. [...] Durch die guten Steuerungsmöglichkeiten anhand qualitativer Kennzahlen kann die Anwendung der BSC speziell im Personalbereich durchaus sinnvoll und vorteilhaft sein ¿ ein Vorteil, den die DB Cargo AG nutzen sollte. Eine Unternehmens-BSC wirkt sich auch auf den Personalbereich aus. In einer BSC sind in der Regel nur einige wenige Kennzahlen aus dem Personalbereich aufgenommen, die dann auch meist auf die Mitarbeiterperspektive beschränkt bleiben. Auch die BSC von Kaplan und Norton trifft hierzu nur wenige Aussagen, insbesondere zum Thema Mitarbeiterführung.
