Mary Kaldor's New and Old Wars has fundamentally changed the way both scholars and policy-makers understand contemporary war and conflict. In the context of globalization, this path-breaking book has shown that what we think of as war - that is to say, war between states in which the aim is to inflict maximum violence - is becoming an anachronism. In its place is a new type of organized violence or 'new wars', which could be described as a mixture of war, organized crime and massive violations of human rights. The actors are both global and local, public and private. The wars are fought for particularistic political goals using tactics of terror and destabilization that are theoretically outlawed by the rules of modern warfare. Kaldor's analysis offers a basis for a cosmopolitan political response to these wars, in which the monopoly of legitimate organized violence is reconstructed on a transnational basis and international peacekeeping is reconceptualized as cosmopolitan law enforcement. This approach also has implications for the reconstruction of civil society, political institutions, and economic and social relations. This third edition has been fully revised and updated. Kaldor has added an afterword answering the critics of the New Wars argument and, in a new chapter, Kaldor shows how old war thinking in Afghanistan and Iraq greatly exacerbated what turned out to be, in many ways, archetypal new wars - characterised by identity politics, a criminalised war economy and civilians as the main victims. Like its predecessors, the third edition of New and Old Wars will be essential reading for students of international relations, politics and conflict studies as well as to all those interested in the changing nature and prospect of warfare.

Afghanistan looms as the key foreign policy challenge for the Obama administration. Under the previous Bush administration, foreign policy was driven primarily by security considerations, and Afghanistan was viewed a frontline state in the Global War on Terror. The military had the key role in implementing the USG's foreign policy, and foreign assistance was integrated within the U.S. National Security Strategy. However, this approach may not be appropriate given Afghanistan's history, economic and social conditions. Afghanistan is an agrarian society and is one of the poorest countries in the world due to decades of conflict. In particular, the Soviet invasion and occupation from 1979-89 had a devastating impact on its rural economy. As a result, the country now cannot produce enough food to meet its needs, and farmers in insecure regions increasingly rely on opium as a cash crop to support their families. The exponential growth of opium has undermined the economy, government and social fabric of the country. While more than 80 percent of Afghanistan's population relies on agriculture, the USG's support to the sector has been provided primarily through the counter-narcotics program, which promotes alternatives to opium production. However, these efforts have had limited success. In order to promote conditions for long-term stability, a more balanced approach is needed. A key factor in Afghanistan's long-term stability is revitalization of the agriculture sector, which is the basis for food security, rural livelihoods, and growth of the national economy.

His comments, however, were welcomed by Al-Qaeda, who had long been describing Western powers in precisely the same terms, as modern Crusaders once again invading the Middle East. Ten years later in 2011, Anders Behring Breivik launched a tragic attack in Norway, killing 77 unarmed civilians, mostly teenagers. Breivik saw himself as a Templar Knight, a member of a group of knights allegedly resurrected in London in 2002 by one "Lionheart". Later investigations suggested that the blogger, Lionheart, might have had links to the right-wing, anti-Muslim, English Defence League and otherso-called "counterjihad" blogging networks decrying an Islamic invasion of Europe. Though extreme examples, these cases all share a crucial detail: the framing of current political issues in terms of recognisable medieval precedents. In the widespread use of medievalism across social- and mass-media channels, it is clear that such political medievalisms are not intended as a specific reference to a historical precedent, but as a use of the past for modern concerns. The argument of this book is that we need new ways of analysing this kind of medievalism; extending far beyond the concept of anachronism or inaccuracy, references to Crusades, Templars and Vikings affect the way weunderstand our world.
