Evan Lieberman's analysis focuses on the politics of taxation as a way of understanding the development of governments. He compares Brazil and South Africa because of their similarities: They are upper-middle-income countries, and highly unequal--both in terms of income and racial status. Lieberman argues that different constitutional approaches to race (whether or not to grant equal citizenship to blacks) and federalism (whether to have it or not) shaped the organization of politics in the two countries, leading to the development of very different tax systems. The findings are based on extensive field research, large-scale national surveys, macroeconomic data, and various archival and secondary sources.

I always struggle with how to teach reading to my nonverbal or low-verbal students. Once they can use picture to communicate as well as match letters to letters, pictures to pictures, and words to words (especially words that only differ by a couple letters), I feel like they are ready to learn how to read. One of the best ways I have found they can demonstrate reading is through matching words to pictures. This takes an activity they are familiar with (matching) and takes it to the next level. I also try and use functional words to begin with (food, colors, animals, etc.) so that they are motivated to learn them. At first, I had a ton of file folders for matching words to pictures...but I quickly realized my smart little students were just memorizing them! For instance, I had a file folder where the students had to match the color word to the appropriate color. They could match it 100% of the time on the file folder, but if I gave them a flashcard with a color and the corresponding color word, they wouldn't get any correct. So I decided to make some re-usable worksheets that could be mixed up, so my students couldn't memorize where each word was supposed to go (and it worked!). So here is the little worksheet I came up with. I know...so plain looking! I just slid this into a top-loading sheet because I didn't feel like laminating and threw on some hard velcro. Here it is with some pictures on it. You can mix up the pictures each time so your students can't memorize the order. In this picture, I put on all the pictures and then have the student put on the corresponding word. Here, I did the opposite. I put on all the words, and had the student put on the correct pictures. I have a 2nd grade student who has looooong challenged me for trying to correct his pencil grasp. He holds the pencil with all of his fingers on the pencil and it is a super INefficient grasp! Looks like this: When I give him assist to correct it, he INSISTS that it "hurts", trying to describe that it feels funny for him to hold it any other way. If I can catch him in a cooperative mood, he does well with my "fuzzy ball" game. I give him a small fuzzy ball that he places in his palm and holds in place with his 4th and 5th finger. He "wins" if the fuzzy ball is still in his palm when he finishes his writing. Keep in mind that the pencil is a little too upright in the picture ---this was when he first picked up the pencil---I had another picture a moment later with the pencil positioned down a bit more but unfortunately the picture didn't save! This little guy's teacher is on board with trying to help him correct his grasp consistently. I gave her a couple of fuzzy balls to use with this student and any others she thinks could use it (also helps this student to not feel singled out). I'm going to set up a chart where he'll earn a sticker for each targeted time he uses the fuzzy ball for writing and have him earn a little prize of some sort. Besides a fuzzy ball, you could use just about anything little to place in the palm of the hand---a bead, a little ball of paper, or a cute little eraser like these: Consistency is key!
