The feathers can be a foot long or more (!) In this photo, the feathers start behind the halfway point of the arrows length, but some Manchurian archers had them placed starting at the arrow's center point. I am not an archery expert (including total ignorance of where Cupid gets his equipment), and wonder how many other "archery cultures" take this slight squat and bend position in their formal stance.
